What defines an active member?

At the bottom of the home page you can see various numbers relating to the number of members. There are x amount of registered members and x amount or active members.
Is this counted by those who are registered and have never posted or is it based on time since they made their last post (i.e. 6 months ago)
What is the time limit if it is the later?
